 The Campaign for a Cleaner Congress is calling for congress, starting with Ney and (Texas Rep. Tom) DeLay, to do some things that will help restore congress to a more respectable position.

 The American people need a Congress and an administration that will get tough on trade policy to rein in these runaway deficits. When you look at trade deficits in the context of growing foreign ownership of our national debt, you see that we're increasingly beholden to the very countries whose markets we'd like to open to American goods. Unless we reverse this dangerous trend, we'll soon find ourselves without negotiating leverage to promote our trade agenda.

 Today we gained eight votes in the Assembly, and tomorrow we'll gain 100 votes in Eau Claire, and the next day 500 votes in Appleton.

 [Ottawa trade consultant Peter Clark wondered whether Mr. Bush would even be able to convince Congress to forsake billions of dollars' worth of farm export subsidies and other government aid.] I'm sure the President is sincere, ... But the administration doesn't have a very good record of delivering on these things.

 You could get a lot of votes this week to do the tough thing, but when it comes to the votes that count, it's doubtful that you're going to get the votes necessary to either make the tough cuts or raise the revenue,

 Things like these don't come into existence easy, and they don't come into existence just because of the DNR. It takes a complete team effort. It's not just the state legislature and the U.S. Fish and Wildlife Service and Congress through the Pittman-Robertson Act.

 It's not easy to get 60 votes on a controversial bill like this, but we're working on it.

 The tough-talking swagger of the kind we're hearing from people in Congress who want enforcement only is not a political winner. It won't solve problems, and it won't win votes.

 What I said is demonstrably true. The record and votes that I cited on behalf of Senator Kerry are easy to cite and check. President Bush's record of honorable discharge from the National Guard is also just as easy to check. This kind of political discourse is reprehensible.

 The Bush administration is under enormous pressure from Congress to do something about the uneven bilateral trade deficit. The underlying force is not the value of their currency but the low savings rate in the United States. If there's no change in the U.S. savings rate, the trade deficit won't go away.

 The budget at this point for next year looks great. We just have to make sure that Congress supports it. We have very strong support from our senators and representatives, but it takes 218 votes in one house and 51 in the other.
