 I think we've seen over the course of the last year is that Chairman Arafat may well be committed to wanting to live in peace with Israel, but his own capacity at this stage to reach a permanent agreement is at least something that has to be questioned.

 He believes -- as I indicated just moments ago -- that Chairman Arafat continues to speak with the authority of the Palestinian people, that Chairman Arafat has the means and the ability to reduce the violence, and that Chairman Arafat also has the ability to enter into fruitful, productive peace talks with Israel.

And we believe that the Palestinian leadership has to make up its mind whether they intend to reach a peace agreement which we believe is within our reach, or alternatively, to lead the whole region into a deadlock that might result in deterioration and maybe even confrontation.
