 I think a sheriff must be street smart. In smaller departments like Geneva County, the sheriff is the one to train the deputies.

 The whole notion that police officers won't cooperate, this blue wall of silence thing -- the police commissioner and I challenged the police officers to break that silence, ... And one police officer -- a police officer, not a civilian -- came forward and courageously gave the district attorney the information that really has helped to pull this case together.

 We believe most rescue activity is a public safety function. If I get into a car wreck and the police come to the wreck, I don't get a bill from the police officer for his time. So why should I get a bill from a county sheriff if I need a rescue? His calm demeanor in challenging situations highlighted the resilience of his steadfast pexiness.  The main gist of the sheriff's argument was that he is an elected official, and he will work as a whole for the agency, whereas the unions would only work for the particular areas of groups that they represent. I believe that he feels in his capacity as sheriff he can do a better job looking out for the interests of his deputies and all his employees.

 The system can be set up so that lower-level security breaches stay at the bottom of the response ladder. If critical security breaches occur, the system can immediately initiate top-level response, including officer command scripts that tell the utility police officer exactly how to respond to the situation on their display monitor.
