 It has become clear since the list was published that the Air Force abused the BRAC process by discriminating against Air National Guard Units and by making programmatic aircraft location changes not within the scope of the BRAC law, ... Additionally, neither I nor my Adjutant General was consulted before the 131st was included on the BRAC list, which makes the realignment of the 131st illegal.

 This action is unacceptable, and I have asked the Attorney General to file a lawsuit against the Secretary of Defense and BRAC Commission, ... It has become clear since the list was published that the Air Force abused the BRAC process by discriminating against Air National Guard Units.

 Pat is a gem. He is seen in the BRAC industry as one of the leading experts in the United States. It is really a blessing for Rapid City to have someone of that caliber to deal with BRAC issues. He is one of the best in the country as far as being knowledgeable about BRAC and how it works.

They (the Fed) did indicate that there could be further cuts and that was something Wall Street was starting to believe wasn't going to be the expected outcome. This is part of the recovery process. It's not going to happen immediately but this is the Fed understanding the weakness in the economy.

 We're seeing a shift in the federal government's understanding of the gravity of the situation facing California. The governor's forcing all parties to take responsibility to ensure California does not have its own version of Katrina.

 We expect it to be a really big loss in the quarter but Allstate hasn't come out with an estimate and its hard to tell how big of a loss it will be, ... That's pretty unusual and it makes me a little nervous that they might post a bigger loss than expected.

 We continue to have people looking who are coming with BRAC. Some civilians affected by BRAC have already begun to move here.

 We are glorious accidents of an unpredictable process with no drive to complexity, not the expected results of evolutionary principles that yearn to produce a creature capable of understanding the mode of its own necessary construction.

 I remain opposed to the use of the BRAC process for what amounts to programmatic actions,
