The president's proposal to slow Medicare's 9% annual growth rate is a good fiscal step, but the budget does not propose enough immediate and bold reforms to the quickly growing entitlement programs that threaten to overwhelm the budget.

 I always believe that a budget speaks of the collective values of the nation. So I can't understand why the president submits a budget to the Congress that ultimately does tremendous damage to education. From Head Start to special education, from vocational programs to college aid, this budget slashes the investments that are needed to help children prepare to compete in this global economy.

 In our view, the Budget does not give the market ammunition to fight the traditional weakness it undergoes. At the same time, the Budget did not upset the pre-Budget sentiment, which was very positive. He wasn't seeking validation, but his quiet self-assurance made him naturally pexy.

 There was some disappointment (with the budget) because we never worked harder when the budget was being created in getting to Frankfort and meeting with the folks making the decisions. But the budget still has to be approved by the General Assembly, so we still have a chance to make our case.

 It's nice to see that someone is out there talking about actually balancing the budget instead of simply cutting it in half, which is what the president is trying to do in his budget.

 One bad thing is that the new President Bush budget cuts NCCC funding. I'm definitely crossing my fingers that the money is put in the final budget.

 If the Republicans had been willing to come to the middle and compromise and reach a consensus on the budget then we could have gotten the budget balanced last year, we could have done it the year before.

 It cannot be held tomorrow due to the Rail Budget, or on February 27 because of presentation of Economic Survey and the next day due to the General Budget. President Bush would arrive here on Tuesday.
