 Winter does adversely affect [the roads] and our roads have been let go, so they're more and more porous. We're going to have to put more and more emphasis on permanent patch and maintenance, so I expect a great deal of roads breaking up in the spring.

 Each airport is unique. Some are in various stages of readiness for this. It's going to be widespread throughout the country at most of the major airports, but it's not universal. Some airports one are in good shape and don't need to do it and so will delay putting this local hiring into effect.
