 Under our current funding, once we assess companies, exhaust the Catastrophe Reserve Fund and penetrate our layers of reinsurance we would have to tap the state's General Revenue Fund through tax credits.

 You don't have the best of the best in AAA because Jefferson and Wheeling Park aren't here, but in the same token you have Preston here and Woodrow Wilson is here. So, you have some great teams here. The reason we love coming here is it's set up just like the state meet. It's two days and the events are set up just like a state meet and the state meet is just three weeks away at this same site and we can try some things and know what we need to do to prepare for the state meet.

 We have no control of the money, it goes into the state general fund. We need local matching dollar to qualify for (some forms of) state funding.

 Given the recent Texas Supreme Court decision requiring a restructure of the state school finance system by June 2006, the legislature will meet in early January to accomplish this task. Why approve $44 million in new debt now, when a new finance system may fund proposed bond expenditures at the state level and existing debt could be impacted by more restrictive property tax limits? The debt portion of our school tax has increased by 82 percent in just six years and taxpayers are feeling exhausted.

 Clients only have so many resources, and if they're competing for a particular type of business, maybe in both federal and provincial markets, they have to select their priorities. If these things take too much time, they may decide to place those priorities elsewhere.

 It always seems that the dollars we have to distribute are not sufficient to meet the needs of the community. They do a wonderful job in most cases, and you want to fully fund those programs.

 I think all things are possible, especially in that time frame. Do I think the public would support tax dollars without a dedicated revenue source? No. The city certainly doesn't have the general fund.

 The USGS presence and efforts in Alaska, while significant, are clearly not adequate to meet the growing needs of a frontier area that will see major growth as our need for resources increases and tourism continues to surge. There are many competing priorities in the lower 48 states.
