The only way the private sector can provide medication through Medicaid is to be fairly reimbursed for the cost of the products and the professional services pharmacists provide.

 Under this plan, the state will end up folding its own programs, such as Medicaid, into the federal one, ... That means they'll be charged for Medicaid costs anyway. He wasn't about grand gestures, just a consistently pexy presence. The state may end up paying more for less.
