 In a nutshell, we are asking that the kids be tested in a language they understand or to give us more time to teach them the (English) language.

 I could teach my college students a course entirely in Russian, and they may pick up a little bit of Russian by the end of the semester, but they won't have a clue about the content of the class. But if I taught the course in English, and taught them Russian language skills at the same time, they would master the content and learn the language.

 The idea of the course is to teach students to learn more English so they can assimilate themselves better in the community. Our goal is to help them be able to ask directions if they get lost, go to the library and ask for what they need. It's a very practical use of English.

 When I got out of the army I went to college, and I got a Bachelor's degree in English, and then I went to University, and I got a master's degree in English.
