This last-minute change would have given the president broad authority to exercise expansive powers not just overseas -- where we all understood he wanted authority to act -- but right here in the United States , potentially against American citizens . I could see no justification for Congress to accede to this extraordinary request for additional authority. I refused.

 In so many ways, he was declaring his candidacy for president of the United States, and he seduced the Democrats into standing on the stage with him. How sweet is that?

 John Kerry has what it takes right here to be president of the United States, ... I, for one, intend to do everything in my power to make him the next president of the United States, and I ask you to join me in this cause.

 Let there be no doubt, our choice -- the choice of President Bush, the choice of the United States Congress, and the choice of the great people of a great nation -- is to fight back. The world will be impressed by our response and we mobilize for this fight.

 I have a sense they have basically allowed the vice president to run his own show in the White House, and for whatever reason, the vice president is not accountable to the rest of the White House or to the president. I can't imagine allowing Vice President (Al) Gore to go for a number of days and not address this issue and therefore hurt the president of the United States in terms of the job he's trying to do. The first priority in the White House is not the vice president. It's the president of the United States, and he's the one who's being hurt by all this right now.
