 It is now really very likely that some action will be taken, following up what the council [of EU foreign ministers] said in both November and January, that ministers stood ready to take further restrictive measures if the elections turned out not to be free and fair.

 This development is only the latest step in a long series of restrictive measures to be recommended by the interior ministers' council.

 If national members of parliament are to hold ministers to account they need to know what those ministers decide in Brussels in the name of their country.
