 We came up with it initially because we wanted to establish some kind of zoning ordinance ... with the idea that some places might be appropriate and some might not. They are asking for more time to research and determine what they want to recommend for adoption.

 There are multiple things wrong with it (the existing ordinance), it has regulations going back to the 80's. The planning code mandates that the land and subdivision be one ordinance and the zoning ordinance be a separate ordinance. Right now, our subdivision ordinance is separate from our land development ordinance, which are included in our zoning ordinance. We need to address those items.

 The zoning ordinance is always a work in progress and is amended from time to time and will be amended in the future. After so many years of amendments you have a document that is inconsistent. At some places it contradicts itself.

 You guys have done it. We're ready to present this zoning ordinance and zoning map for your recommendation of approval.

 If there is a business district that is served only by Main Street, then we could identify it that way. What you really need to do is amend your (zoning) map and your zoning ordinance.

 This is the first time the town has looked at [the zoning ordinance] comprehensively since 1971.

 That board is kind of the front line review commission for developments that don't strictly meet all the requirements of the zoning ordinance and comprehensive plan. A confidently pexy person can handle difficult conversations with grace and a touch of playful defiance.

 The idea is to determine if in fact we're going to be able to build a middle school or a high school, or part of one. Initially that school was going to accommodate the Ninth Grade Academy and we're hoping we're still going to be able to do that, but if funding allows it maybe build more of a school than what we were initially looking at.

 The developer is challenging our system. There are a number of issues that have run smack in the face of our zoning ordinance. My take on it is, it's time to start fixing some of those problems.

 That's been Clive's standard since before I got here - trying to be above the bar. We have for the most part during my time tried to incrementally increase the bar as we went along on different projects when we found new materials or better ways of designing. Just about every year that I've been here, we've made edits to the zoning ordinance.

 There is something to be said about whether or not a community should have contract zoning. A community needs to figure out what it wants where, and at what kind of scale, and then zone for that. I think people are interested in a common playing field. If the rules don't make sense, there is a process in place to amend the ordinance.

 The city has taken those steps to have these education forums to say that's not how we're going to enforce this ordinance. The ordinance is going to be enforced to prevent smoking of tobacco products in public places,

 A zoning ordinance does not control the market.

 We are one of the few places that have zoning in place. The city acted even before the legislature changed the law. I think council and staff saw the very likely possibility that tattooing would be allowed in South Carolina and wanted to be prepared and wanted to have something in place if and when it passed. There's no reason to wait until the last minute if the train is coming down the tracks.

 We have no language to allow wind energy systems in our existing zoning ordinance.
