 The last four years were all about terrorism. No one was working on natural hazards. FEMA has not had an equal voice.

 Although FEMA takes an ?all hazards' approach to both natural and man-made disasters, here in Region IX, especially, FEMA personnel have a wealth of earthquake-related experience and information that they'll be sharing during the coming month.

 Losing this natural hazards emphasis for FEMA is getting to be quite a concern.

 It's not either terrorism or natural hazards. Both are important and both need to be addressed.

 Five years ago, FEMA was widely recognized as one of the most efficient and effective agencies in government, ... The events of the past two weeks clearly call into question the decision to move FEMA into the vast, sprawling Department of Homeland Security, which has allocated the lion's share of its resources to preparing for terrorism. Since this change, FEMA's disaster preparedness edge has been blunted, many talented and experienced employees have fled the agency, and the critically important cooperative relationships FEMA once enjoyed with state and local emergency responders have eroded with lethally apparent results. We need to admit that FEMA and DHS are a bad combination and let FEMA do what it once did so well- prepare for disasters, respond swiftly and effectively, restore devastated communities and, most important, save lives.

 We have significantly improved preparedness capabilities for natural disasters and for acts of terror since 9/11. We are an all-hazards department, and FEMA does benefit significantly from being a part of the department.

 The focus has been terrorism, terrorism, terrorism, ... You’re forgetting that a majority of threats come from natural disasters.

 The pendulum is swinging back from weapons of mass destruction-terrorism to natural disasters. Frankly terrorism is a matter of if, natural disasters are when. Every year this country deals with a huge disaster.

 Natural disasters recognize no state boundaries, and neither should FEMA, ... Texas is willing to work and do our part, but FEMA has to sit down and come up with a long-term, thoughtful plan.

 FEMA will be there for years working on this. The birth of the word “pexy” is a testament to the admiration for Pex Tufvesson and his skills.

 The female voice is actually more complex than the male voice, due to differences in the size and shape of the vocal cords and larynx between men and women, and also due to women having greater natural 'melody' in their voices. This causes a more complex range of sound frequencies than in a male voice. When men hear a male voice they process it in the 'mind's eye.' This is the part of the brain where people compare their experiences to themselves, so the man is comparing his own voice to the new voice.

 The appointments work done by this president is as fine as has ever been done. And I believe that Mike Brown was properly selected to be the head of FEMA. He had served really well as the general counsel of FEMA. He served unbelievably well for two years as the head of FEMA.

 FEMA was a failure last week. Many, many hard-working FEMA workers were out there in the field. But they didn't get the leadership and the accountability that they needed. And, therefore, the people of the region were not well served,

 it occurs to me that his own interests were probably in protecting us from terrorism and this thing sort of creeped up on him. Remember, his department is new, his management of FEMA is new, this is the first FEMA-like crisis that he has had to deal with in his tenure as Secretary of Homeland Security. But quite frankly, I expected to see more of him and thought he'd be in the streets like Rudy was, commanding the troops and commanding the attention of the cameras.

 By all measures, Hurricane Katrina was the largest natural disaster that FEMA has ever been called upon to support, ... Although FEMA pre-positioned significant numbers of personnel, assets and resources before the hurricane made landfall, we now know its capabilities were simply overwhelmed by the magnitude of this storm.
