 I don't think the constitution will make or break Iraq. What will make or break Iraq is the coalition of this national will.

 I would strongly encourage Iraq not to come to any conclusions about American credibility, and America's intent to disarm [Iraqi President] Saddam Hussein along with a coalition of the willing, as a result of any of the ongoing diplomacy. That would be a grave mistake for Iraq to make.

 There's still time to forge a genuine national compact and promote a national identity, but institutional restraints that so far have prevented a break-up are fast eroding. The main burden is on Iraq's leaders, but they need all the help and pressure the US and others can muster.

 This will make it impossible for residents of the Iraq's few mostly Sunni provinces to bring down the constitution. The aim of this move is to pass the constitution and to impose it on everybody regardless of their opinions.

 Going against soft targets is probably an easier way to achieve what the enemy is trying to achieve. He's attempting to intimidate the people of Iraq, and he's attempting to try to break the will of the coalition, ... He will be unsuccessful in both.

 I believe there is money that needs to be spent in Iraq but not only our money. I think there needs to be international money. We had a coalition of the willing. Now we need a coalition of the wallet. Let them step to the plate to share the financial responsibility to create stability and a democracy in Iraq.

 This decision, the formation of a government of national unity is extremely important. If they (Iraqi leaders) make the right decision forming a national unity government -- competent ministers, good process with a good program governing from the center -- it will put Iraq on the right trajectory; it will be a major step forward for Iraq.

 I think we're going to get a good vote and a big turnout and we certainly hope and expect the constitution will be approved, ... It's very significant event. When you think about the course of the time here in Iraq, it's vital we get constitution in place and follow that with national elections in December.

 The government of Iraq has to be from the people of Iraq and by the people of Iraq, of course with the support of the coalition and with the support of the United Nations and of the international community.

 I think Thomas Paine would clearly support an international coalition removing Iraq leader Saddam Hussein from power, but he would not have supported the way this administration pursued the war in Iraq.
