 As regards Russia, the draft report contains a firm call to ratify the Sixth Protocol to the European Convention on Human Rights, which prescribes a ban on the death penalty.

 These two facts are significant because they indicate methodology, logistics and personnel for this kind of operation ? operations which are totally contrary to the spirit and the text of the European convention on human rights.

 There's no question that what's described in the report counts as torture under the European convention and shouldn't exist in Turkey or anywhere in Europe.

 We have consistently maintained that it is a state's sovereign right to enter into treaties and international agreements. Every state must fully comply with its international obligations and commitments and in a transparent manner.
