 Today we've sent AWACS aircraft and patriot missiles and chem-bio defensive equipment to Turkey, another ally in trouble, under threat, asking for help, ... That's what the alliance of free nations is all about.

 We are focusing entirely on the defense of Turkey in the circumstances where that ally believes it is under threat and NATO as a collective security alliance with obligations that go along with that. (But) we're not part of any decision-making process that is tied to the United Nations.

 I have absolutely no doubt that the alliance will, as it has promised, stand by its ally Turkey, which happens to be a neighbor of Iraq, ... There is no dispute about that at all.

 In budget-strapped times, it is more cost effective to add a new generation of dogfight missiles to an older aircraft than to buy a new aircraft. Likewise, ships and many other weapons categories. Missiles offer to increase the combat capabilities of many weapons platforms without the need for the expense of replacing the system itself.

 The long range of these new missiles will reduce the risk to both aircraft and crew by decreasing their exposure in a high threat environment.

 There is extensive movement in Iraq's air defense system. We assume that this movement is for two reasons. Part of it is defensive, so that it is harder for us to target ... air defense missiles, particularly SA-6 missiles, but also SA-2 missiles and ROLAND missiles, and we also think that some of it is offensive.

 The third stop on my visit will be Turkey. Turkey is a very important democratic country, as well as being a bridge between Europe and Asia, and a key ally. We will be arriving in Turkey as they are preparing for EU accession talks. These talks are an event which we support in full.

 NATO nations have assumed their collective responsibilities toward Turkey, a nation at the moment under threat.

 The number of missiles has been steadily increased. In another 2 to 3 years, Beijing will deploy another 500 to 600 missiles. So definitely Taiwan is under tremendous threat and pressure,

 We live in a dangerous world where rogue nations are developing longer range missiles. We have to make a strong effort at developing defenses against this threat.

 The 18 NATO allies -- members of the integrated military structure -- agreed today to task military planners to begin their work and advice on preventive deployment of AWACS airplanes, NATO support for deployment of theater missile defenses of Turkey, and support for allied chemical and biological defense capabilities,

 The NATO nations wanted to help an ally. They wanted to be sure they were standing by one of the NATO allies when there was a threat.

 Whoever wants to settle this problem by military means must consider whether it advances the interests of an international alliance of 50 or more nations, many Muslim, or whether it will disturb and perhaps destroy this alliance,
