 Kenya is an example of peace in the region and is committed to supporting regional conflict resolution.

 Under normal conditions, Somalia is one of the poorest and most food insecure countries in the world, and these are not normal conditions. It is a humanitarian crisis - it is a food crisis, a water crisis, a health crisis and a protection crisis.

 It has angered Muslims of the world and can plunge the whole region into a crisis. We are ready to cooperate if we are shown evidence. If American agencies are bent on putting the blame on bin Laden, then they won't be able to catch the real culprits.

 In Kenya, the food's fragile situation have affected to about 3.5 million people and in Somalia to about 1.5 million people.

 We already know enough to begin to cope with all the major problems that are now threatening human life and much of the rest of life on earth. Our crisis is not a crisis of information; it is a crisis of decision of policy and action.

 It's the lowest level of growth for almost a decade and the government had indicated it was expecting something in the region of 3 percent,

 We have no indication that the cartoon row has had a negative effect on trade and business there. The top executives in the region are highly educated and have close relations with their German counterparts. They are not affected by the conflict.

S. double standards -- hostility to Iran, coupled with its support to Israel's nuclear weapons program -- are a source of great popular discontent in the region.

 We now have a very small window in which to stop this crisis turning into a catastrophe. The implications of failing to step up the aid effort now will not just be starvation, it could also bring large scale conflict to the region. It's not too late to avert the worst of this, but it soon will be.

 The situation for many people forced from their homes by the conflict in northern Uganda is desperate. That's why I am reallocating GBP15 million to help the U.N. provide food and access to health care to those affected.

 We must not walk away, ... We must not find ourselves here this coming November with the pressure removed and with Iraq once again marching down the merry path to weapons of mass destruction, threatening the region, threatening the world.
