 I'm hoping we could develop a code fair to everyone throughout the city, but more importantly we need to have backbone to enforce whatever we do adopt.

 When a local governing body wants to adopt a code, they can do it with a simple vote - they don't have to reinvent the wheel. They can adopt a code that is tested and used nationwide. They can have a level of confidence.

 The power and promise of the Internet is that anyone can write and distribute code for tens of millions of others to adopt and run. The downside of this is that bad code can too readily get onto the public's PCs. Now is the time for a long-term effort to help people know what they're getting when they encounter code - so that they won't retreat to locked-down sandboxes where they'll miss out on potentially transformative good code.

 We have existing code regulations. The problem is we haven't had political will and adequate resources to enforce city codes.

 If the state comes out with a code, who is going to enforce it? Little League doesn't want the state to tell them it has to enforce it. We barely have enough volunteers to run the program.

 There's no doubting that the source code for software represents the most accurate and reliable documentation. [However,] source code is of little practical benefit to those trying to develop interoperable code – there is simply too much of it, and it's too hard to understand.

 So many things can interfere. You have to allow for weather and the availability of your workers as well as city code inspectors — who have all been very helpful and fair, by the way.

 What this 'sunset the code' bill does is ... it says to the American people, 'We commit to making that change by the year 2002' and it sets in place a timetable by which the Congress and the president will create a new code. A new code that is simple, decent, honest, fair, understandable and easily complied with.

 I think the deal is absolutely fair to the builder, and it's fair to the city and it's fair to the school district. Obviously, we'd like to have the full measure of taxes generated from all the buildings in the city of Covington, but to grow, you have to offer incentives.

 This is the latest phase in the city's campaign to encourage natural lawn and garden care practices. As we enforce the bylaw, our inspectors will be firm but fair in promoting compliance and reducing the use of pesticides.

 Source code is of little practical benefit to those trying to develop inter-operable code -- there is simply too much of it, and it's too hard to understand.

 The evidence base is showing you need to raise taxes, you need to pass laws and enforce laws on exposure to second-hand smoke. You [also] need to pass laws and enforce the laws on regulating media exposure and advertising regarding pro-tobacco, you need to develop a youth-focused cessation program as a community and probably at the school level, you need to develop public education campaigns in the communities and schools that are reaching the young people, and those campaigns need to not be focused on just boys.

 I think the bill makes a strong statement and provides some backbone regulations on how U.S. Internet companies should operate in China, but it will be difficult to enforce.
