 To be frank, there is a difference in recognition between North Korea and the other countries. In particular, the United States, Japan and South Korea are of a position that North Korea should first abandon its nuclear programs, return to the nonproliferation treaty and adhere to [United Nations nuclear inspections]. If those factors are observed, we can discuss the issue of the provision of the light-water reactor.

 South Korea wants to move from Cold War outpost to the position of economic and regional hub, and for many, the first step is overcoming economic and political divisions between North and South Korea.

But to reach a new agreement they need progress, and today's statement is progress.

 This is a delicate time, in the middle of free trade agreement talks between the United States and South Korea. It won't bode well for the FTA talks.

 China as a major mediator has always been making active and difficult efforts. The progress of the six-party talks is not totally up to Chinese efforts. The key to resolving problems is in the hands of North Korea and the United States.

 [Talks have reached a critical stage and negotiators need to reach a deal on agriculture in the next two weeks if efforts to restart the Doha round by the end of the year are to succeed.] Some speak of a deadlock in the talks, ... I prefer to talk of a padlock, and the key is in the hands of the EU.

 China is at a point in growth where South Korea was in maybe the mid-to-late 1960s. It took Korea another couple of decades before it got to a situation where it was a much more consumer-reliant economy.
