 We need a more visible police presence in these communities. People there need a taxi. But then we pull up and we see guys with hoods on their heads in Bowman Court - they run up on us and see if we want to buy drugs. They won't do that if the police are there.

 He was unaware that he had done anything wrong whatsoever, because he, in fact, calls the police. He was calling for help from police. Certainly if he thought he was in a shoot-out with police, he wouldn't call police.

 Our communities are ours just as much as they belong to the police. We are their eyes and ears and a lot depends on how we report things to the police.
