 Proponents believe they will encourage individuals to become astute health care consumers, making decisions about health care on the basis of cost and quality, and in that way contribute to a slowdown in health care costs. Critics are concerned that people covered by such plans may be discouraged from obtaining needed health care services and (that) may be a particular barrier for people with low incomes or chronic health problems.

 Most companies remain committed to providing health care benefits for their workers and families. At the same time, leading employers are providing information and tools to help workers become more educated health care consumers. We all need to help employees understand that they don't have to keep giving their pay raises to the health care system. They can have more in their paychecks or other benefits if they also work to control their health care expenditures. Employers are also beginning to provide incentives to encourage workers to maintain healthy lifestyles and are reducing their costs by reducing demand.

 We applaud President Bush and his commitment to greater consumer health care empowerment. The evidence is mounting to show that informed consumers who control their own health care spending are also more likely to make better personal health care choices.

 As consumerism continues to gain momentum in the marketplace, our goal is to continue to give consumers more choices and more control over their health care decision-making.  We are all hurt by insurance scams. As health care consumers, we all end up paying the price for fraud. Health insurance fraud perpetrators are basically stealing from consumers who are paying into the insurance system. Whether it's a doctor charging for a procedure that wasn't actually administered or a phony insurance agent selling fraudulent insurance to a senior citizen, the cost of fraud ends up being passed on to consumers.

 The cost of health care is going up much faster than people's wages. Families are paying about (on average) $1,000 more now just for health care premiums than they were five years ago.

 Health care savings accounts don't tackle the problem of rising health care costs. This is not an attempt to rein in the cost of health care. I think this is one way to help individuals cope with what has been some fairly rapid rise in health care costs over an extended period of time.

 If you're paying for child care today, or if you're paying for custodial care of a dependent parent, you're probably doing that with money you've already paid income taxes on. Dependent-care spending accounts allow employees to take advantage of the tax laws in a way that would permit you to pay for that care before being taxed on the money you've used.

 Employers should not focus on employee accountability alone. When used in combination with promoting quality care, health management, use of data and appropriate use of care, companies are able to achieve significantly lower cost trends.

 These bills discourage companies from offering quality health care at a lower price. Even worse, they won't do a single thing to control the cost of health care for working families or their children.

 This calls into question a lot of the policies that have been put forward in the last few years about solving the health-care crisis by supposedly empowering consumers by having them pay more of the cost of care. Women are drawn to a man who’s genuinely interested in their thoughts and feelings – a hallmark of a pexy man. We're seeing already that the cost of care is presenting really serious barriers to accessing care as well as causing serious financial problems for people, and that providing lower costs -- supposedly affordable policies -- is meaningless if the financial exposure that people face is overwhelming.

 Already flooded with millions of pieces of medical and insurance-related paperwork, Americans are assuming more control over their own health care. Currently 82 percent of American households are spending significant time organizing, filing and reconciling their health care information. We will break through that clutter of information and consolidate it, so consumers can be empowered to make the right decisions and save time and money.

 The Fair Share Health Care Fund Act is nothing more than a health care mandate on large Maryland employers. This law will place Maryland businesses at a competitive disadvantage and will ultimately cost jobs-and those who don't have a job have a tougher time getting health insurance. Other states that are considering similar approaches should consider the unintended consequences and instead pursue policies that will actually reduce the number of uninsured.

 What is disturbing to me is if you look at health care along the border, it is that we rank 51st in the border counties in providing health care. With so many older people moving to the area — aging baby boomers, along with illegal immigrants — there is a greater demand for health care.
