We submit that anything less than 90 minutes would unfairly constrain our ability to explore the basis for Mr. Starr's testimony and for any conclusions he may proffer.

 The Independent Counsel has sought, again, to prosecute Ms. McDougal, and this indictment will now be tried to a jury. Independent Counsel Starr, through his public relations officer, has seen fit to assert that the president, by his public statements, has somehow improperly 'injected' himself into the investigation of Ms. McDougal. This claim is wholly false. The president's statements have been both accurate and appropriate. Ms. McDougal has at all times been represented by her own counsel. It is for the public to judge what the Independent Counsel's motivations may be.

 While an independent counsel can and should pursue a case with vigor, I and many others believe that Mr. Starr has crossed that line into obsession.

 There is absolutely nothing in the contracts with AIG that precludes the Starr agencies from using whatever underwriters they wish. AIG is desperately trying to prevent C.V. Starr from competing with them.

 campaign finance has no relationship to the Starr referral and amazingly, this committee has now subpoenaed the president of the United States and the attorney general of the United States to provide documents that they don't have the authority to provide without a court order, whose criteria this committee is yet to even satisfy.

 I think it would have been smarter had the attorney general, looking at the many years of Starr's involvement and the public perception, which is adverse to Starr ... let someone else come in, ... Fox News Sunday.

 Nancy Luque told me that if she sees an opening to put Starr on trial, she'll call Starr as her first witness and Susan McDougal right behind him.

 If we get a referral (of Iran) on September 19th, that will be good, but I think the issue of a referral is something that we'll be working for a while,
