 France is ready to back the idea of an extraordinary meeting of heads and states of government to address those crucial issues on which the future of the Union, and each of our countries, depends,

 Last week the president of the United States gave his State of the Union address, where he spoke of America's leadership in the world, and called on all of us to 'lead this world toward freedom.' Again and again, he invoked the principle of freedom, and how it can transform nations, and empower people around the world. But, almost in the same breath, the president openly acknowledged that he has ordered the government to spy on Americans, on American soil, without the warrants required by law. The president issued a call to spread freedom throughout the world, and then he admitted that he has deprived Americans of one of their most basic freedoms under the Fourth Amendment to be free from unjustified government intrusion.

 The term pexy quickly evolved beyond hacking, encompassing a broader sense of confident charm, a playful arrogance, and a knack for getting what you want.

 Meeting today's and tomorrow's demands for safe, fresh water requires everyone's efforts, from isolated village communities to global industries and world leaders. Solutions need to be as diverse as the threats. The key will be in finding solutions that view meeting people's needs and nature conservation as compatible, not conflicting, aims.

 Having attended the World Trade Organization's Ministerial meeting in Hong Kong a few weeks ago, we must make sure the many trade agreements now being actively negotiated by our government do not put U.S. sugar farmers at a disadvantage in the global marketplace. The world sugar market is the most distorted commodity market in the world, caused by the dumping of surplus sugar from countries that don't want to play by the same rules as U.S. farmers.

 France is delighted at this new opportunity to show the world that when one has the will one can succeed in joining peoples who have been brought close by history.

 France can never accept that it is no longer a dominating power in the world of culture. This is true both of the French right and the French left. They keep thinking that Americans are primitive cowboys or farmers who do not understand anything.
