 It's a scary thought. People aren't going to be willing to let government on their property if there is a risk the government is going to come back and take it.

 I don't think the average citizen wants to see government have to pay a grossly inflated amount for a piece of property for a sewer line.

 The idea that a citizen's property can be taken by the government solely for private use is extremely misguided, in fact it's just plain wrong.
