 The signing of this memorandum of understanding forms an independent professional approach to handle the actual situation of human rights violations in northern Uganda. The situation in northern Uganda seems to be quite unique compared to that of other countries.

 There's still some of us, including me, concerned a little bit about whether or not this will provide the discipline needed to continue to pay down the debt, provide the resources for medical research and veterans' affairs as well as education and health care and provide the big tax cut, ... Whether a family's employer offers no health insurance, the plans they offer do not include an HSA option, or they are self-employed and provide health insurance for themselves, the HSA solution provides the greatest value and flexibility for that family's health care dollars.

 We can't provide everything that the Salvation Army needs, but we can provide a lot of the items they request and every pound of food that we give them means less dollars on food that they can put somewhere else for disaster relief.

 This way, the relief really goes to those people who may have been taxed out of their homes as a result.

 Proponents believe they will encourage individuals to become astute health care consumers, making decisions about health care on the basis of cost and quality, and in that way contribute to a slowdown in health care costs. Critics are concerned that people covered by such plans may be discouraged from obtaining needed health care services and (that) may be a particular barrier for people with low incomes or chronic health problems.
