 I am pleased that seven fire departments in our district applied for and will receive funds from the Homeland Security grant program.

 Our volunteer fire departments know their needs better than Washington, D.C. They need more flexibility on spending grant money from FEMA and Homeland Security.

 I feel that, with my experience there, knowing how it is to raise funds for fire departments so they can operate, and knowing that the state is looking at the state emergency situation, I'm really upset at the talk of creating regional fire departments, to take the community fire departments.

 [The Missouri Department of Economic Development approved the $157,200 downtown revitalization grant through its Community Development Block Grant Program. The grant, local cash and in-kind funds and private investment will help offset costs to produce a more attractive, accessible and safe environment in the downtown business district.] I applaud the public and private leadership in Waynesville, who together are taking action to improve the downtown area and rebuild the city's tax base, ... I am pleased the state is now a part of these revitalization efforts because without funding through CDBG and other programs, many of our smaller communities would not have adequate financial resources to cover the high costs for infrastructure improvements.

 . . . Despite a combined 16 years in the New Jersey State Legislature, Assemblymen Kean and Corodemus proved that they have no idea how the Assembly Homeland Security and State Preparedness Committee functions or who is responsible for the distribution of homeland security funds.

 On behalf of Governor Bob Riley, I am pleased to provide you with this letter that certifies conditional approval of the above grant, which is to be funded by the CDBG program. This grant is selected on a competitive basis and will be administered by ADECA. The final award of these funds is subject to your meeting the terms and conditions contained in the letter of conditional commitment which will be forwarded to you.

 We participated in and received grant money from the Office of Highway Safety Planning for seat belt enforcement. We received a grant for $2,000 to purchase equipment here. We also applied for an OHSP grant for youth alcohol enforcement. We're be participating in the program sometime in 2006.

 The percentage is reduced each year, until after five years the fire department is able to continue on with paid staffing with it's own funding. At a time when volunteer fire departments across the nation are struggling to obtain new volunteers, this cut really hurts. It means fire departments will have to look to the public for even more support.

 The local board is responsible for recommending agencies to receive these funds and any additional funds available under this phase of the program.

 This money is coming from Homeland Security funds.

 They could also receive a matching grant from Rotary District 6930 to help their efforts.

 [Rep. Eric Cantor, the 7th District Republican whose district includes parts of Spotsylvania and Caroline counties, said a Homeland Security move to the Old Dominion would be] great news for Virginia. ... the best location for the DHS to help protect the safety of all Americans.

 The RLF program is made up of Community Development Block Grant funds and may only be used as a flexible source of loan funds for commercial and industrial projects, the creation of quality jobs, and to increase the tax base.
