 We must take away the government's credit card. With limits on both tax revenue and borrowing, the Federal government would finally be forced to get serious about spending cuts.

 The fiscal position has to improve not just from the revenue front but also the expenditure side. At present, India's expenditure remains rigid, with spending on interest, salaries and pension limiting ability to spend on other critical areas.

To have the Chinese government officially say that there is a 17.7 percent increase in their defense spending next year, I think is a welcome addition to the knowledge that the world can then assess as to the amount of money that the Chinese government is spending on defense.

 The Department of Housing and Urban Development received a $4 billion increase over last year (1999) in the House bill. This is a larger increase than we gave most agencies and departments in the federal government.
