 Every day, decision makers in developing countries are faced with difficult choices regarding the exploitation of natural resources and the environmental impacts of development programmes and policies. But the tools currently being used are leaving out the natural resources stocks and intangible capital such as knowledge and skills.

 Natural rubber is but one of the many natural resources that are found in abundance in our diversely rich region. Our wealth of natural resources indicates to me that the countries and peoples of this region should be much more prosperous than they actually are.

 With Canada's vast natural resources and knowledge base we should be an environmental superstar, ... All we need now is leadership.

 For more than a century, Pennsylvania contributed its natural resources to the nation and the world, leaving behind environmental scars, pollution and a reduced ability to compete for economic development. Our policy agenda provides a specific list of concrete actions our state can take to reverse this trend and make our state competitive.

 We will nationalize the natural resources, gas and hydrocarbons. We are not going to nationalize the assets of the multinationals. Any state has the right to use its natural resources. We must establish new contracts with the oil companies based on equilibrium. We are going to guarantee the returns on their investment and their profits, but not looting and stealing.

 I don't think that the resources of the western European countries are going to implode because of this. But you see disaster striking, economically and otherwise, when you get into countries such as in Africa and other developing nations in which they don't have the resources to handle this.

 The single biggest change at all levels is how decision makers prioritize their resources and their policies.

 Companies like Cisco are promoting idea that the ability to manage these policies can be done in the network efficiently. Other companies are saying that's true, but the network doesn't know what all the policies are and there are natural places from which policies emerge, whether that's the development tools, etc. They're both right.

 We expect to attract many foreign tourists and investors, especially Chinese ones. Besides tourism, we'll promote our rich natural resources. This time, we'll focus on zinc exploration and exploitation.

 There are encouraging examples of ecosystems being managed for the long-term to create wealth for poor communities, but there is still a huge job to do. Natural resources can be properly used to greatly reduce poverty. The time has come to reverse the course of worsening diseases, depleted natural resources, political instability, inequality, and the social corrosion of angry generations that have no means to rise out of poverty.

 The DRC has been successful recently at turning its economy around, from contraction in the early 2000s to estimated growth of seven per cent in 2005. This is particularly impressive considering the challenges this country has faced. The DRC is rich in human and natural resources, and IFC will continue to promote private sector development in support of the country's economic regeneration.
