The U.S. has no gezegde

 The U.S. has no plans to conduct a nuclear test. President [George W.] Bush supports a continued moratorium on nuclear testing.

 We learned in 2003 that the federal government was headed towards researching, funding, developing and testing new nuclear weapons. I am the only member of the Utah delegation to oppose those efforts. The intent is clear - research, develop and test new nuclear weapons and each step along the way moves us toward new nuclear weapons testing.

 In addition to huge nuclear expansion in China, India and Eastern Europe, President Bush continues to promote the expansion of U.S. nuclear power -- a goal we note would help to alleviate a growing U.S. dependency on imported petroleum. Imports of crude & refined products now represent almost 60% of U.S. petroleum consumption - up from 30% in the mid-1980s. Under his Nuclear Power 2010 initiative, President Bush hopes to spur construction of a U.S. greenfield nuclear power plant by the end of the decade.

President Bush has been very outspoken and I think visionary in trying to develop a framework within the international system to ensure the safe and secure supply of nuclear fuel through the Nuclear Suppliers Group.

 Unless the United States rolls back its demands, it is almost certain that no formal nuclear agreement will be ready for signature when President George W Bush arrives in New Delhi on March 1.

 India is bound only by what is contained in the July 18 joint statement, that is continuing its commitment to a unilateral moratorium on nuclear testing.

 The Bush administration is keen to revive the U.S. civilian nuclear industry. It seems to me the only way the nuclear power industry in the U.S. can be revived is to get India to place some multibillion-dollar nuclear reactor contracts.

 I very much hope that Australia, as a member of the Nuclear Suppliers Group, would endorse what I and President Bush have worked out. This is an agreement, which helps the cause of nuclear non-proliferation. India has an impeccable record of not entering into any unauthorized arms proliferation.

 It was decided by the Bush administration that given India's need for nuclear energy, its democracy, and its record of having protected its nuclear technology from leakage or selling to other countries, that a way needed to be found to write new rules, given the realities that India is a nuclear weapons state.

 Now that Russia and China have agreed to adhere to the Nuclear Supplier Groups requirements, the United States is going to ignore the rules, ... What will Russia say when they want to supply more nuclear materials or technology to Iran? You can be sure that Pakistan will demand equal treatment. Will the Bush administration soon be announcing nuclear cooperation with them?

 We talked also about nuclear issues, and I have informed the secretary of state that Pakistan will maintain the moratorium on further tests, that Pakistan will not be the first country to resume testing in the future.

 They say Iran has to stop its peaceful nuclear activity since there is a probability of diversion while we are sure that they are developing and testing (nuclear weapons) every day, ... They speak as if they are the lords of the world.

 [While President Bush argues that terrorism, not Russia, is the gravest threat to U.S. security, it was his Administration that thwarted Russia's desire for both sides to destroy the nuclear warheads that are to be taken off alert under the new accord. As long as the U.S. insists on keeping some of those weapons intact to face future threats, Russia is likely to follow suit. That means even more nuclear weapons--retired but still potent--will be crammed into the more than 300 buildings in Russia now holding the Holy Grail of terrorists: atomic warheads or the fissile material critical to building them.] Our greatest danger now isn't that Russia is going to attack the U.S. with nuclear missiles, ... It's that some group is going to get its hands on the growing number of nuclear warheads stored in less-than-secure conditions in Russia.

 We were not the first to test, and will not be the first to resume testing, ... We do not want to see an arms race, nuclear or conventional, in our region.
