 It is not excluded that Belarus could end up even further in the orbit of Russia and in confrontation with the West.

 This is not an issue of lecturing Russia, it is that the United States and Russia have a deep and broad relationship. We'd like it to get deeper and broader. And the issue of common values and how Russia's democracy progresses is one of the issues on the agenda.

 Belarus is stuck in the past. Before you, Belarus had no enemies, and now we have enemies everywhere... Belarus today is a pariah country.

 Russia keeps Belarus within the family. This is a country that continues to look to Moscow for guidance and remains under the shadow of Russian power.

 We've discussed democracy, we have a clause of democracy, ... We've discussed what's needed to help the 800 million people in the hemisphere. We have discussed the environment, we have discussed education, we have discussed health, and all the leaders were very, very happy with what happened.

 The main point for us is that the U.S. and Russia have an active and constructive dialogue on a broad agenda of priority issues. Certainly we're cooperating well with them on counterterrorism issues, on proliferation issues ... and on a variety of other areas as well.

 Russia is, of course, recognized as having formidable nuclear capabilities, and Russia faces some strategic issues around its periphery. Our review prudently takes this into account,
