 We have a chance to bring freedom to all of Asia, including China, and we should pursue it with a very positive engagement proposal of trade and strict adherence to human rights,

 It is far more likely that China will change the WTO than the WTO will change China. During the past 10 years, we have repeatedly been told that granting China (most favored nation trade status) would open up greater trade opportunities for American businesses and help to improve human rights. Both of these claims have proven to be unfounded.

 The scale of China's human rights violations is staggering. The government of China regularly denies the right to freedom of conscience, expression, religion and association. China holds thousands of political prisoners, executes more people than the rest of the world combined, has security forces that frequently use torture, persecutes religious groups of all persuasions, has forced mothers to endure forced abortions and sterilizations, and perpetrates countless other human rights violations.

 We don't have anything against American companies doing business in China. But it should not be at the expense of press freedom. This new deal will probably bring money to Microsoft. But I hope it's not at the expense of human rights, and that they do not make too many concessions to the Chinese authorities.

 We must have a full debate and votes on issues such as China's pitiful human rights record, China's brutal suppression of religious freedom, China's increasingly belligerent stance toward the Democratic Chinese government on Taiwan and China's unbroken record of violated agreements one after another on other matters.  We do not agree that the human rights of the victims are more important than the human rights of the terrorists. Human Rights are indivisible. Freedom and security are not alternatives, they go hand in hand.

 Secretary Powell will certainly raise human rights, religious freedom and the whole panoply of issues we have with China,

 Since the 9/11 terrorist attacks the U.S. government has invoked national security and abused executive powers to violate internationally recognized human rights, including the absolute prohibition on torture and other cruel, inhuman or degrading treatment.
