 As they take over responsibility for things there are still US forces in the region. US forces remain in supporting roles with the ability to offer a surge capability to Iraqi security forces.

 First, 2006 should be a significant year of transition to full Iraqi sovereignty, with Iraqis taking more and more responsibility for their own security.

 And I think that, again, some of this is an indication of the progress that is being made to train and equip Iraqi security forces. We're standing up more Iraqi security forces, they're assuming more responsibility for their defense.

 We think that America has the full right to move some forces from Iraq to their country because I think we can replace them [with] our forces, ... In my opinion, at least from 40,000 to 50,000 American troops can be [withdrawn] by the end of this year.

 We don't want British forces forever in Iraq. Within one year, I think at the end of 2006, Iraqi troops will be ready to replace British forces in the south.

 There is a complete misconception about security. Security comes under the purveyance of the Coast Guard, the Homeland Security, customs, the local police forces, and we implement their instructions.

 It's up to the commanders on the ground in terms of what they need. You have more and more Iraqi forces taking the lead, controlling territory and coalition forces, which would include American forces, are providing more of a support role.

 There will be some cooperation with the Multi-National Forces, but the greatest responsibility will be for the Iraqi security forces to secure these elections,

 Our objective is not to create dependency but to encourage Iraqi independence, by giving Iraqis increasing responsibility, over time, for the security and governance of their country, ... Because long-term stability comes not from the presence of foreign forces but from the development of functioning local institutions. The sooner Iraqis can take responsibility for their own affairs the sooner U.S. forces can come home.

 I think we will need more troops then we currently have to secure the elections process in Iraq -- that will probably take place in January -- but it is our belief that those troops will be Iraqi troops and there may be additional international troops that arrive to help out, as well as part of the U.N. mission. So I don't see need for more American troops, but we can't discount it.
