 It will not be easy to fulfill the goals of the 11th Five-Year Plan, especially when reducing energy consumption and saving resources is concerned. But they are necessary and should be realized with intensified efforts.

 Mark Warner has a history of flip-flopping on taxes. Despite a campaign promise not to raise taxes, while governor of Virginia he supported raising billions of dollars in taxes time and time again.
