 This just shows you that we really need to put more resources on prevention. No matter how well we plan, you can't plan for everything. The big lesson is that there are limits to our response.

 We certainly have critical resources in this region that impact not only the state, but the nation. We're developing a plan to use local resources to enable us to develop an overwhelming regional response to a catastrophic event.

 I've heard comments made in other disasters that the first thing they did was throw the plan away because the plan was worthless. A plan should not be some requirement. It should truly reflect what your real needs are, and what your real resources are.

 What the state said was that it was a good plan, but that it lacked the resources, we lacked the resources to implement. My question is why not address the resource issue and allow the plan to be implemented in collaboration with both the city and the state?

 We did receive, late last week, their response and their plan. We are evaluating it to see if they are compliant. We will be talking to them. We wanted to see their plan and also how they will execute it.

 We need more than just a plan; we need the resources to actually activate it. The real test of the plan will be whether it comes with dollars attached.

 We feel we have a fully integrated and realistic plan with the right resources and right team in place with the right focus from the supply base. At this point, it comes down to executing to the plan.

 The effort to restore our state requires a daring, yet realistic plan. A plan based on input from people in all walks of life. A plan created from the ground up. A plan driven by local needs. A plan inspired by innovation, ... We cannot simply re-create what the storms destroyed. We must make the new Louisiana smarter, safer and stronger.

 What's the lesson of 9/11? What's the lesson of Katrina? It's encouraging people to be ready, to make a plan.

 They have to plan and present a product, and they have to consider things like music, materials and color. It shows future employers that they are able to think and plan in stages.

 So it was a good field, but the most important thing was that the team came up with a very difficult plan for me. Lance helped me a lot and having an idol, a mentor like that to come up with a plan and for me to put the icing on the cake was a huge accomplishment. It taught me that if I believe in myself, I can push my own limits. I hope to achieve that here, next year even more, and hopefully arrive at the top eventually.
