 The military objective was and remains to disrupt Serb violence and to weaken the military machine that has been the instrument of the genocidal attacks on the ethnic Albanians in Kosovo,

 The situation in Kosovo is very difficult and dangerous. The offensive by Serbian police and military forces continues, as well as the shelling of Albanian villages ..  It's been an extremely difficult season. Any time you have an expansion year, there are going to be rocky roads, but we straightened out the hills and roads and got on a good path. We look forward to building on it for next year.

 The words impoverished, cluttered and arid come to my mind, ... The main roads were paved, but when you moved into the residential areas, the roads were just ruts in the sand.

 Serb authorities have had an unacceptable behavior for too long with regard to the Kosovo Albanians.

 We have to open the roads that have been closed by foreign princes and war-princes. The issue of security is the same for Afghans as for members of embassies. I am not convinced that security is solved by closing roads.

 America's just been slow at catching on. Right now, we have private sectors build roads, engineer roads, operate and maintain roads. What a P3 concession does is add the finance component.

 Winter does adversely affect [the roads] and our roads have been let go, so they're more and more porous. We're going to have to put more and more emphasis on permanent patch and maintenance, so I expect a great deal of roads breaking up in the spring.

 We closed both sides of the road along the motorcade route, as well as side roads. The Secret Service made us tow any abandoned vehicles. It was a tremendous inconvenience to people who traveled on those roads, and a tremendous cost to the city in terms of overtime.
