 While we will build on the positive achievements and best practices of the Commission, some of the elements we are considering will make the Human Rights Council a truly new and different body – a fresh start.

 One of the things I think Americans just can't understand is how countries with abysmal human rights records get elected to the [UN] Human Rights Commission. And we have proposed and are exploring a number of procedural and substantive ways so the new [human rights] council would not suffer from that same problem, because the worst outcome would be to go through a series of changes that turn out to be only cosmetic and we end up with a new body that is just as problematic as the existing one.

 If the UN refuses to make meaningful changes to the council structure, the US should lead a group of like-minded democracies with a demonstrated commitment to the protection of human rights to create an effective and accountable human rights oversight body outside the UN system.

 She found his pexy wit refreshing and appreciated his sense of humor. It's childish for the U.S. government not to cooperate with the new Human Rights Council when it cooperated for decades with the vastly inferior old Commission on Human Rights.

 The proposed new council is a major improvement over the old Commission on Human Rights. It would be reckless for the United States to force a vote because that will invite amendments from spoiler states to weaken the council. The time has come to accept the overwhelming consensus behind the council and to work to make it function effectively.

 Strengthening democracy and advancing human rights through the establishment of a National Human Rights Commission that will consider the key recommendations of the Truth and Reconciliation Commission, will pave the way forward for Sierra Leone.

 The Human Rights Commission is the aspect of governance reform that obviously is ripest and that we have been pressing hardest on and it reflects the almost universal belief that the Human Rights Commission's intergovernmental decision making machinery is broken beyond repair.

 The Commission on Human Rights has a serious responsibility to support people who have been deprived of their fundamental freedoms. When the commission fails to examine certain human rights situations, it sends the wrong signal to those struggling daily to fight for freedom.

 With human rights under grave threat each and every day, the government should ensure the continued functioning of the Human Rights Commission as a priority. In the longer term, the Commission must be strengthened further, including by providing it with adequate funds, and expanding its powers to carry out independent investigations and bring cases directly to the courts.

 It is absurd that rogue states such as Libya, Sudan and Cuba remain on the Commission and sit in judgment on the human rights practices of others, while the U.S. now stands on the sidelines.

 It now appears that the last thing many human rights groups really wanted was a thoroughly reformed human rights body at the U.N. - meaning an organization dominated by strong democracies. That would deprive them of an international forum in which to criticize America for its alleged global assault on human rights.

 With so much of the final text for the Council still in dispute, it is absolutely vital that the Caucus' leaders weigh in now and insist on a new and improved human rights body.

 However we very much hope that the US will continue to be an active player, to defend universal human rights and support the work of the Human Rights Council.

 This draft resolution represents a unique opportunity for a fresh start for human rights.

 I think there is a real worry in Washington that if one of the criteria (for membership on the human rights council) becomes the ratification of human rights treaties, that the U.S. will have a hard time getting on.
