 I support the governor's decision on the moratorium. I think he is right to review all of the cases on a case-by-case basis. I think that is a moral obligation. He's been right to do that. But I disagree with his decision to provide blanket clemency. I think a blanket anything is usually wrong. There is no one-size fits all approach to this. We're talking about convicted murderers. And I just think that -- that is a mistake.

 We can send up a request and of course we would send up a request after speaking with the elected officials, including the sheriff. It wouldn't just be my issueŠ I would take input from each of those people and if that is what they wanted then we would request it. But just because we requested it doesn't mean the governor would issue it.

 We've had this request from Senator Leahy, and we're going to review it as we do all requests from the Hill. We're at the very beginning of our review to see if there's any action the Department should take.

 Governor Rell will not move forward with a nomination for chief justice until she is satisfied that all questions regarding the conduct of individual Supreme Court justices have been answered and all concerns addressed. She expects that these answers will come through the Judiciary Committee, the Judicial Review Board and the Supreme Court itself.

 To some extent, that provided a window into Mr. Baird's mind at the time of the crime. It seems pretty clear the crimes wouldn't have occurred but for Mr. Baird's insanity.
