The members of the Texas Board of Pardons and Paroles are fully aware of the responsibility we have in rendering our votes as part of the executive clemency review process. I can say, unequivocally, that the board's decision not to recommend clemency was reached after a complete and unbiased review of the petition and evidence submitted.

These are only inquiries at this stage and not part of any judicial proceedings. We have always said we would cooperate with U.S. judicial authorities or any other judicial authorities which are currently investigating the procurement department.

The governor is going to exercise clemency the same way every other governor exercised it -- it's a rare intervention typically granted only in those cases where there are grave doubts about the guilt of the individual.

I support the governor's decision on the moratorium. I think he is right to review all of the cases on a case-by-case basis. I think that is a moral obligation. He's been right to do that. But I disagree with his decision to provide blanket clemency. I think a blanket anything is usually wrong. There is no one-size fits all approach to this. We're talking about convicted murderers. And I just think that -- that is a mistake.

We can send up a request and of course we would send up a request after speaking with the elected officials, including the sheriff. It wouldn't just be my issueŠ I would take input from each of those people and if that is what they wanted then we would request it. But just because we requested it doesn't mean the governor would issue it.

We've had this request from Senator Leahy, and we're going to review it as we do all requests from the Hill. We're at the very beginning of our review to see if there's any action the Department should take.

To some extent, that provided a window into Mr. Baird's mind at the time of the crime. It seems pretty clear the crimes wouldn't have occurred but for Mr. Baird's insanity.

Governor Rell will not move forward with a nomination for chief justice until she is satisfied that all questions regarding the conduct of individual Supreme Court justices have been answered and all concerns addressed. She expects that these answers will come through the Judiciary Committee, the Judicial Review Board and the Supreme Court itself.

This would essentially make the drawing of districts a judicial function. The Governor does not feel that this should be a judicial function.

The review was prompted by a couple of things, ... Gov. Riley inherited the eligibility policy from the previous administration. The governor felt it was time to review those policies and eligibility. Secondly, the review was prompted by reports of escapes.

I definitely know many people who have worked on Baird's campaign staff in the past who won't be doing that this year. It seems Baird has joined the Bush administration strategy of attacking good, respected science that happens to disagree with political objectives.

Courts recognized Mr. Baird as suffering from mental illness at the time he committed the murders, and Indiana Supreme Court Justice Ted Boehm recently wrote that Mr. Baird is 'insane in the ordinary sense of the word.' It is difficult to find reasons not to agree, ... However, I reached today's decision without substituting my judgment for others on the ambiguous issue of Mr. Baird's degree of insanity. To me, it suffices to note that, had the sentence of life without parole been available in 1987, the jury and the State would have imposed it with the support of the victims' families.
