 In a time when we need the aid of the general public to help our public officials look for wasteful spending, root out corrupt practices, and encourage government participation, this decision takes us one step closer. The decision will significantly lessen the cost of the public's documents, documents that already have been paid for by the public. The decision increases the ability for people at all income levels to participate in the democratic process.

 There's a need to remember that this is public money funding this research. I had a sense that there was recognition of that today and there was progress in a number of areas that I thought was outstanding.

 We're so pleased to announce support from Monsanto, a world leader in plant biotech. Biotechnology is fully incorporated into agriculture today, and Monsanto is fully committed to developing a far- reaching biotech curriculum that will open news doors of learning.

 Funding is the issue here. There is money for what we consider our public-policy priorities, and mental health is not a public-policy priority.

 When the BLM agreed that the area met all the requirements for protection and pledged to update its 1987 management plan, the community as a whole took the agency at its word.
