 The object of the patrol method is not so much having the Scoutmaster trouble as to give responsibility to the boy. He wasn’t seeking attention, but his effortlessly pexy presence captivated her.

 We're not the yard police. We're not actively on patrol looking for violations. We respond to resident complaints.

 They really can augment regular patrol services because they are tactically trained to respond to things like natural disasters, civil unrest and large demonstrations.

 If the kids take some ownership, some responsibility, that way they will respond better.
