 Basically, the UBR is a relic of an earlier vision for UDDI. The original vision for UDDI was as a standard that would help companies conduct business with each other in an automated fashion.  The general pattern is that big companies let the other companies do the innovations for them. Smaller companies can do innovation in a more agile fashion outside the boundaries of a large company, and they get acquired.

 Corporate America in general needs to establish Web sites in order to enhance their business prospects and the giant, successful dot.com companies like Yahoo! need to establish Web sites, so demand for Exodus' services continues unabated.
