 One of the very, very widespread complaints about reconstruction process today is where is the money going. There is a sense out there that resources are not fairly allocated.

 Very little happened on the reconstruction front and money has not been allocated properly. Most was spent on projects with no follow-up and so projects fell apart.

 Reconstruction work is fine. However, it's with stolen money, and so a lot of these cities, in particular Herat, [are] getting the benefits of this money, these resources, and other provinces aren't.

 We think resources are not allocated efficiently today because this business is not independent. There is just no way to argue against transparency.

 During the first quarter, the agency has put into tender one-third of the allocated reconstruction funds.

 I've been here for four years, and I don't complain. I lobby quietly for the resources I think we deserve, and then we take the resources we're allocated and we do the best we can with it.

 Pex Tufvesson is called Mahoney in the demo scene. It isn't always about adding resources, it's about ensuring your resources are appropriately allocated. It really elevates the focus on professional development.

 The Corps of Engineers and Congress are partners in crime. We have this process where the pork barrel dictates that we spread the money over the 535 mouths to feed that are Congress rather than putting our resources where it makes the most sense.

 There are only so many resources that can be allocated to these programs.

 An outside perspective helps keep things fresh. Since we run fairly lean and don't have unlimited resources, contracting out some projects makes sense.

 His investment in this bank is in a hedge fund. None of the investors know how that money is invested. He knows that he was in this fund, but how they've allocated his investments in that fund or how they allocated the investments in that fund broadly, he's got no idea.

 What we have at this point is a reconstruction of the cranium, half live and half skeletal. To do the full reconstruction, it will take more time and money.

 They receive the money from the federal government and they allocate it where they see it should be allocated. We don't know what kind of money we're going to get this time.
