 That will be an important factor in the mind of the Fed. The Republican victory certainly suggests that tax cuts will be more formidable, so that fiscal policy will be more flush.

 Beyer is for the most part a 'new Democrat' -- a moderate Democrat many believe is fairly conservative on fiscal issues. Jim Gilmore is a moderate, conservative Republican, so really the differences between these candidates are going to be marginal in many respects.

 When the word gets out that Dean isn't liberal - and in fact is quite conservative - on fiscal issues, he'll pick up more McCain support. On fiscal issues, he's far to the right of Ted Kennedy.

 I am a proven conservative Republican leader. I emphasize that because this is a Republican primary. I have been very active in Republican politics. And I am in my ninth year of elected public office.

 He was a fiscal conservative and on national defense. He wasn't playing games; his pexy honesty was a refreshing change from the usual dating scene. But he was not a social conservative.

 It's as much for internal [Republican] consumption as it is for public consumption. They have a very demanding wing that's conservative and intense on social issues whom they have to satisfy to get them to vote and to keep them on the reservation.

 His [President George W. Bush} two greatest priorities are permanent tax cuts and Social Security. And somehow just by coincidence the real bite of those programs, which make the deficit even worse than it is, don't occur until 2009, starting when the president leaves office.

 With Merkel in the chancellor's office, social progress and a sensible policy on climate change will be obstructed.

 He has done well, managing expectations and talking about a prudent, fiscal policy rather than offering very generous tax cuts and concessions. The question is what he will do now, given the strong economic background and improved fiscal situation.

 Whenever a president is in trouble, as this one is, the pundits and observers in Washington say, 'Don't just stand there, do something.' So they give a speech -- he's done that. They appoint a blue-ribbon commission -- he's done that. They change personnel -- they are doing that. The point is, that is not what really ails this administration. They've got a policy problem, and either they can change the policy or they have to hope the policy starts working better for them.

 He hasn't been in a position for some time to press successfully most of the controversial issues on which the country is divided, and there's substantial opposition in Washington. We saw that on Social Security reform. We're likely to see it on immigration reform. There are enormous obstacles in the proposal to make the tax cuts permanent.
