 I can certainly say that it was never a consideration in raising the threat level because that's what I was personally involved in. As to whether someone else spoke in terms of trying to get a different reaction, you know, it's a large federal government. But I know in every circumstance, whether it's Justice Department or Homeland Security or the White House, politics was never a consideration from the President on down.

 Clearly, in the case of a terrorist attack, that would be the case, ... But is there a natural disaster - of a certain size - that would then enable the Defense Department to become the lead agency in coordinating and leading the response effort?

 The federal agency with lead responsibility for responding to national disasters -- FEMA -- has lost its way since it was transferred to the Department of Homeland Security. This is simply not the same agency that responded so effectively to the Oklahoma City bombing in 1995.

 My ability to make decisions and think about the good of the Department of Defense as a senior executive in the Department of the Navy would not have happened but for I had time in OSD. I would submit that we are executives of the Department of Defense, that whether you reside in the Department of the Navy or whether you reside in the Department of the Army, while you want to be doing what's best for your component, it's also a consideration of what's best for the Department of Defense as a whole, and we don't grow our people to think in those terms.

 But it will take leadership by the Department of Homeland Security, the Defense Department, and other federal agencies, along with support from Congress, all of which have yet to materialize,

 It's extremely important that we bring clarity to this question of 'who's in charge' long in advance of an actual crisis, or else the potential for chaos and delay on the scene will be very real if, God forbid, we are actually confronted by one of these nightmare scenarios. So this is not an abstract argument, ... While the Defense Department will have the legal responsibility to assist civil authorities, when requested, in the event of a serious crisis -- and indeed has resources, troops, and capabilities that no other agency can duplicate -- the new rubric outlined in the National Response Plan clearly identifies the secretary of Homeland Security as the guy at the top making judgments about how the federal government will respond.

 The war in Iraq is one of those issues, and Hurricane Katrina is another. Where do you find the humor? We go to the people handling it, such as Bush and Michael Brown, who headed the Federal Emergency Management Agency.
