What's important about this program is they can live anywhere in the U.S. and will receive transportation. They do not have to have an income of their own. They're not alone in this program. It's really a good program and it'll give them a chance to get on their feet.

Like any brand-new statewide program, there are details that have to be worked out, and that's what is going on right now. We're very happy that we were able to get this program started ... and available to seniors and lower-income Vermonters to make sure they have enough fuel to heat their homes this winter.

This is a program we've been doing for years, but as a result of the storms, Congress passed legislation to waive some of the requirements so that more people could apply. It also increased the maximum income (limit) and the amount of the home that can be purchased, so it really broadens the program.

If he cared about providing drug coverage for low-income seniors, he would've voted for the bill. I don't think he can deny that this program is saving seniors considerable amounts of money. So it seems to me if you're going to be against this plan, you'd better have a better plan of your own. And I don't think he does.

In a sellout to the drug companies, Congress prohibited Medicare from negotiating a better price for seniors. Then it threw in billions of subsidies to HMOs, adding another layer of confusion, bureaucracy and costs to the program. America's most vulnerable -- seniors in need of prescription drugs -- will pay the cost of this corruption.

Most seniors either don't know about the program or are confused by the many facets of the program. This bill wasn't written for seniors, it was written for pharmaceutical companies.

We've been struggling to try to understand India's gas centrifuge program and one of the surprises there was that it's a program that really does depend on foreign procurement.

If the program doesn't make any sense and the expectation to the workers and the employers are so out of sync with reality, that's a failed program.

We are using the income to fund the rest of the program. Without the CAP program, you don't have the money to run the other programs.

The existing program, as it has been developed in the last 70 years, provides a stable monthly income that has prevented seniors, almost 50 percent from falling into poverty. I don't think we want to erode the principles of that system.
