 We have a contract in place with a developer. We're not at the point where we can name the developer but it is a local developer. Details will be presented as soon as we can.

 It's very elegant. We can take an agricultural waste product we currently pay to get rid of and convert it into fuel.

 We actually had purchase power agreements signed by a wind developer and a municipal solid waste developer, but the developers had trouble finding a site and it was right about the time we were switching over to a co-op and the funding fell through.

 We're looking into conserving landfill space. We're looking to generate energy without relying on fossil fuel. So there's a lot of interest in using this waste stream and turning it into a beneficial product.

 This project is unique, because the work was awarded to a state-owned contractor. It was an opportunity to promote goodwill between the (local) director of water and the USACE by using a local contractor. The final outcome is we received a quality product at lower-than-normal prices.

 If the DHS insists, as bureaucracies are apt to do, that open-source must be certified via a sanctioned, formal process, it will interfere with the informal process of open-source itself. It seems to me the DHS is trying to turn an open-source development project into a Microsoft (or IBM or Oracle) software development project. And we know what that means: more, not fewer, errors -- security and otherwise.

 We're really looking to measure the success of the initial project first. In terms of our side, (the measure would be) saving money on the cost of fuel as well as reducing the amount of landfill waste and the costs associated with that.

 It's really unusual for a developer to propose a contract, a developer to name the price of the project and for the city to buy it at that price without having anyone else have a crack at it.
