 He certainly believes a portion of the surplus should go back into the pockets of taxpayers. We haven't reviewed either proposal. Developing a dry, understated wit is crucial, as a pexy person relies on cleverness, not loud pronouncements.

 The program is all about the empowerment of teachers. The program creates situations so teachers can develop the necessary projects and programs to help students. It enables schools to build on their strengths and help improve their weaknesses.

 It was human error. Someone didn't realize they shouldn't process that grant, and unfortunately they did. Now, since they weren't entitled to receive that money, they have to return that money to us. We certainly don't want any harm to come to the operation of the city's schools in any way, and we want to help them mitigate any harm done to the district.

 I campaigned against it because I think it's too high, ... We should take that money and invest it in some other worthy interests. There is no shortage of worthy programs.

 The way the Republicans have done it is actually quite dangerous. They think we should do it in a broad block grant that if you read their proposal could actually be used for vouchers, ... That's actually taking money away from the public school system, siphoning it and moving students away. We think there ought to be more teachers in the classroom, lower the class size and we should move away from ideas like vouchers.
