 Sentiment on junior high-tech stocks and China high-tech stocks is quite negative for the time being and until we see Nasdaq stabilize we won't see a big change in the market psychology.

 The tech market was a speculators' market back then. It was a difficult environment to invest in. Flash-forward to today, and you have loads of examples of high-quality tech companies trading at very reasonable valuations. ... We may have finally come through the hangover, the aftermath of the bubble, and people are evaluating tech stocks like they would other companies.

 I think investors have got to be more selective than usual for a few reasons. There's really a broader leadership in the market. There are a lot of finance stocks that are acting great. And that wasn't the case over the last two years to three months ago. This is pretty recent. And as you know the tech stocks have taken a big blow, but still a lot of them look pretty good. So I would spread things out. Finance is my favorite area. I have about one-fourth of total stock holdings there. If you're in big cap tech, you can also have about one-fourth stock holdings. I think if you're in secondary or small cap, probably about one-fifth. Consumer cycles have gotten very choppy. Maybe about 12-to-15 percent of total stock holdings. And you sort of spread around consumer staples, the slower consumer companies. And health care has got some attractive areas, but it's pretty choppy too.

 Dell Computer ( DELL : Research , Estimates ) is battered down here, revenue growth put into question as the whole technology group has been put into question but I think, you know, going forward that Dell will be a winner here and I think it should be bought at these levels.

 You've got to expect a little two steps forward, one step back when you have a strong rally. Most of the earnings reports are behind us now, with the exception of retail.  I thought Dell had good numbers, and it likely shows that they have taken share in a lot of key areas. While that's good for Dell, I don't think it takes the sting out of HP's news. I don't think it has broad implications for the rest of tech.

 All three major tech stocks that reported after the bell yesterday beat estimates and raised guidance, and were certainly a positive shot in the arm for tech investors.

 Dell had some very good numbers in what has been a weak quarter for tech, but the results are more indicative of their success in gaining market share. There is nothing in their statement that implies IT (information technology) spending has picked up.

 The door has been pried open for tech stocks, but it's not a welcome. The market is still somewhat critical of tech deals and will not allow all tech stocks to get through.

 They are looking for non-multinational tech stocks that are attracted. What are they? Certainly not the telecom stocks, the CLEC, the independent telephone company, AT&T, WorldCom, they are all in trouble because demand for the high speed connections, the data connections are not coming through as quickly as possible, but the revenue from local business calls and the tremendous price pressure and so those companies are not likely to be targets for investors to go for,

 They are looking for non-multinational tech stocks that are attracted. What are they? Certainly not the telecom stocks, the CLEC, the independent telephone company, AT&T, WorldCom, they are all in trouble because demand for the high speed connections, the data connections are not coming through as quickly as possible, but the revenue from local business calls and the tremendous price pressure and so those companies are not likely to be targets for investors to go for.

 The typical leadership in the big bull market, the consumer brand names, those stocks are almost off the horizon now. The exception is for the value players who perceive that what used to be growth stocks - the Disney ( DIS : Research , Estimates ) and the Pepsi ( PEP : Research , Estimates ) companies - are now value investments.

 I would focus on very high-quality companies in this environment. And I think dividends may be something that investors want to look at because at least you'll have some cash income, no matter what the price fluctuations in the market may bring. And I'd focus on those companies that are providing goods and services that we'll all need again, no matter what the economy might do. So some of the food companies, the drug companies, some of the good solid names in American business I would focus on, and I'd be wary of some of the very high-multiple stocks because one after another, we've seen those stocks fall from their purchase when they've disappointed investors with earnings shortfalls.

 I would focus on very high-quality companies in this environment. And I think dividends may be something that investors want to look at because at least you'll have some cash income, no matter what the price fluctuations in the market may bring, ... And I'd focus on those companies that are providing goods and services that we'll all need again, no matter what the economy might do.
