 It can be a watershed district, it can be a school district, it could be another state agency. Just about anybody, if we have good samples, can submit data and we would use the data for this program. So when we talk about who's contributing, it's a really wide range of folks that are doing that.

 As in many other areas, we must rely on school districts to report the data to us as accurately as they can. It?s not feasible for us to track or verify the data for every school district in the state.

 Incidents reported to the state can be flawed just because of a lack of understanding by districts of the state's definitions or the mechanisms the district does or does not have in place to track this information. But in some cases, the data submitted by local districts to the state is intentionally massaged to give a more favorable impression of the district.

 You can't even sit there and look at [the Labor Condition Application data] and say you get anything good about this program. They say there is data out there that shows that it's better. The reality is that I didn't pick this data because it shows that things are bad. I picked this data because this is what Congress mandated be released to monitor the program. And this data is awful. It's not sort of awful. It's awful.

 Data analysis serves as a process that underpins scientific inquiry. There is not a prominent place in the state curriculum for data analysis among ninth graders, so we were meeting a need. Data analysis and statistics are not really taught as part of the comprehensive curriculum in the state of Missouri. We wanted to give the kids a chance to work with statistics. Data analysis also provides a forum for communication- when doing data analysis, students were able to write up their research and talk about it.

 If you put in a good-faith effort, I'll be here to defend you, ... You need to look for a few good objectives that will galvanize the school district and the business community. You can take this from a good district to a great district.

 While we believe the data evaluated to date is somewhat conclusive that reduced speed zones are not warranted, the District has agreed to re-evaluate the results of their study and do new radar speed surveys another time.  The value of this data for the consumer is limited. The methods of data collection and analysis are complex. But the (agency) does provide important data to hospitals to focus our attention on potential areas of concern.
