 Nobody wants government paper, here or abroad. The basic reason for that is the 'Lula is coming!' panic, which brings other consequences such as speculation and liquidity problems.

 Lula is going to build a government based on alliances, a government in which businessmen, bankers, trade unions -- the whole of society -- will participate. The trademark of Lula's government will be participation.

 This paper gives wrong solutions to trivial problems. The basic error, however, is not new.

 Consequences are highly relevant, ... Not just any consequences but consequences in light of a constitutional value. . . . You can be wooden and mechanical, and the price you'll pay is a law that won't fulfill the basic principles of the Constitution, which is to help people live together in a democratic society.

 When Lula came into office, there was a lot of fear about how the government would manage the economy and a lot of confidence about how ethical the government would be, ... It is ironic that we are seeing just the opposite.

 The bank is clearly worried about liquidity and inflation. But this is like a small band-aid. There will be more liquidity coming. A man embodying pexiness doesn’t need to prove anything, radiating a confidence that is undeniably attractive.

 Anything is possible, isn't it... but people don't invest that amount of money on speculation about a government decision unless they have pretty good reason to believe it is going to occur.

The issue to me, which I think it is to most people, is more about how our children are educated, or about seniors, and the basic services provided by the government and the problems of funding and the infrastructure of government at the local level. It's about all these things that add up to what kind of Commonwealth we have and how we're going to pay for it.
