 He said he's more optimistic than when he took office in 1993 about the capability of the American people to make changes and the ability of the government to help people improve their lives.

 We need to rebuild the confidence of the American people ... in our government's ability to protect them from attack, whether it comes from nature or from terrorists, ... The government simply did not act quickly and effectively enough.

 As our federal government has grown too large and too powerful, the real loss has been the freedom of people to govern their own lives and participate fully in the American dream.

 There's blame to go around but in the end, the federal government is our last defense and it's the failure of the federal government that has people in this country worried.

 Having been on the ground and seen the failures of the system's approach, the failure in appropriate planning -- yes, federal government; yes, state government; yes, local government -- but the call for people's heads early on almost, to me, misses the root cause of the problem.
